The enterprise is located in the Coastal Industrial Park of Jiangsu Binhai Economic Development Zone, which is an industrial park approved by law. It has conducted public participation in planning and environmental impact assessment in accordance with the law, and the nature and scale of this project meet the requirements of the planning and environmental impact assessment report and review opinions. Therefore, according to Article 31 of the "Measures for Public Participation in Environmental Impact Assessment" (Order No. 4 of the Ministry of Ecology and Environment), "For construction projects in industrial parks approved by law, if the industrial park has conducted public participation in planning and environmental impact assessment in accordance with the law and the nature and scale of the construction project meet the requirements of the planning and environmental impact assessment report and review opinions organized by the ecological environment department, the construction unit can simplify the public participation in environmental impact assessment of construction projects in the following ways:) The deadline of 10 working days stipulated in Article 10 (2) and Article 11 (1) of these Measures has been reduced to 5 working days. Therefore, the deadline for the public announcement of this draft for soliciting opinions is set at 5 working days. The public information on the draft for soliciting opinions is as follows:

（2） Overview of the Potential Environmental Impact of Construction Projects
The sewage generated by this project mainly includes process wastewater, equipment cleaning water, workshop flushing water, waste gas treatment wastewater, etc. The main pollutants are COD SS、 Salt, ammonia nitrogen, TN, TP, etc.
The main atmospheric pollutants during the operation period of this project are sulfuric acid mist, VOCs, etc.
The solid waste of the project mainly includes distillation residue, filtration residue, wastewater treatment sludge, and raw material packaging materials.
The project noise mainly comes from the operation noise of various pumps, centrifuges, fans and other equipment.
（3） Countermeasures and key points for preventing or mitigating adverse environmental impacts
(1) Waste gas: The process waste gas is combined with secondary condensation, primary alkali absorption, and tank area waste gas and sent to the incinerator for incineration treatment in the plant area. The incineration tail gas is discharged through the exhaust gas outlet after being treated by the rapid cooling device, primary alkali absorption, and primary water film dust removal.
(2) Wastewater: The wastewater from the technical renovation project is treated by two sets of biochemical systems, namely "comprehensive regulation tank+hydrolysis acidification tank+UASB+facultative tank+PACT tank+sedimentation tank+coagulation sedimentation tank+intermediate tank" and "UASB reaction tank+SBR reaction tank", and then combined and discharged into the park's sewage treatment plant through the discharge monitoring tank.
(3) Noise: Reduce the use of high noise equipment through equipment selection; Adopting building sound insulation for high noise equipment, setting up soundproof enclosures, shock absorbers, planting greenery and other noise reduction measures can ensure that the factory boundary noise meets the standard;
(4) Solid waste: Distillation residue is incinerated and disposed of by the incinerator in the factory area, while other waste is entrusted to qualified units for disposal. Solid waste is not discharged.
The pollutants are discharged in compliance with standards after treatment, which is feasible and reliable.

The environmental protection and safety improvement and renovation project of Dynamic Chemical Binhai Co., Ltd. complies with relevant national and local industrial policies. The site is located in the coastal industrial park of Jiangsu Binhai Economic Development Zone in Jiangsu Province, which is compatible with regional planning and has a reasonable site selection. Under the premise of conscientiously implementing various environmental pollution control measures, it can achieve standard emissions and meet the requirements of total control. The environmental impact is relatively small and will not change the requirements of the proposed environmental functional zone. Although there are certain environmental risks, the risk value is at an acceptable level with the implementation of risk prevention measures and emergency plans. Therefore, from an environmental perspective, it can be argued that the construction of technological renovation projects is environmentally feasible.
